My deepest condolences to Joanne's family and friends. Joanne was a bright spot in the state health department. Always professional and always caring, she helped me many times over the years when I needed to make adjustments to help and care for for my family members. I'm confident Joanne provided the same expert knowledge and support to so many others in their times of need. I am deeply sorry for your loss--Joanne was a gift to me and so many who had the privilege and pleasure to know her.

Joanne was one of the nicest people I ever worked with at the state Health Department. Beautiful person with infectious laugh. I was shocked and so saddened by her passing. My condolences to her family.

I’ve known Joanne for over 30 years personally and professionally, special special lady in so many ways. Like everyone says, family came first ,her son Billy attended daycare with my son Neil Jr. when they were both like five years old. Then my wife Edie went to work at the health department and became even closer friends with Joanne . She was always there, so helpful in my professional position as well as any issues of any type. She was such a battler and is now with the Lord. She’s probably talking as much to Edie as she did down here, never at a loss for words, and we wouldn’t want it any other way. We took shorthand together and it's good to see all those classes paid off for her during her career. I met Joanne back in the 90s working in DOH. She was so down to earth, friendly, and kind but spoke her mind. I think she called me with the good news on most of my promotions over the years. She was my go to for personnel advice. It was a pleasure to have known her and I am so sad that she is no longer with us. My thoughts and prayers go out to her family. I never worked directly with Joanne but had her DOH number memorized and called her many times whenever I had a personnel question. She was always willing to help and usually the conversation shifted to non-work related topics. Chatting with her was a welcome break in any workday. Reading the news this morning was such a shock. She was looking forward to her well-deserved retirement and spending more time with her family and is gone much too soon. My sincerest condolences to the Carroll family.

I just came across Joanne's obituary this morning and I am in shock. I never worked directly with Joanne but knew her well working for the Department of Health as well for many years and Joanne was always so helpful, compassionate and thoughtful whenever I needed to call her for personnel advice etc. She was always so friendly and very easy to talk to and her and I would always chat about our kids and our family. Joanne definitely cherished family and her children and family were always her number one priority. She also had an amazing funny sense of humor and I could talk to her about everything. My prayers and thoughts go out to you Joanne and your family during this very difficult time and I am so sad to hear of your passing Joanne. May you RIP with the angels and fly high my friend.

Dear Family, I was very sad to hear about the loss of Joanne. I met her more than 30 years ago, riding the shuttle bus from the Empire State Plaza to our cars. We had an immediate connection that continued until our respective retirements from the Department of Health in September 2015. In recent years, I would often stop to chat with her at the ABC gym in Latham. I know she loved her family very much, and she will be in your hearts forever.
